Programs & Daily Schedules (Main Campus)
To accommodate diverse student needs, optimize learning, and allow for targeted therapeutic interventions, our core campus operates under three distinct program schedules:

Elementary
The Dr. Rosa Minoka-Hill Elementary Program provides a safe, temporary home for Kindergarten through 5th-grade students who need extra help overcoming emotional, health, or behavioral challenges. Students join our program through an IEP team meeting or a disciplinary placement so we can discover the root causes of their struggles and help them build skills. To give every child the exact support they need, we offer three small, specialized classrooms: two are dedicated strictly to special education students, and one is designed to support regular education students.
Middle School
The Dr. Rosa Minoka-Hill Middle School Program provides a structured, temporary therapeutic placement for 6th, 7th, and 8th-grade special education and general education students who have entered the program following an expellable offense. While within the program, students face the underlying issues that brought them to our campus, rebuild their confidence, and learn to make better choices. To keep students on track for a successful return to their attendance area schools, our program balances core academics with emotional and behavioral skill building.
Academically, students receive full instructional programming aligned with Green Bay Area Public School District standards in the four core areas of math, language arts, social studies, and science. At the same time, students move through an intensive effective curriculum designed to replace errors in thinking with practical skills for goal setting, proactive decision-making, and anger management. By immersing youth in Trauma-Informed Care, the Zones of Regulation, DBT strategies, and expressive art and music support, we teach middle schoolers how to navigate intense emotions, resolve conflict, and solve problems constructively.
Self-Contained Programming
The Dr. Rosa Minoka-Hill Self-Contained Programs for Middle and High School offer highly intensive, supportive environments for students in grades 6 through 12 who require comprehensive special education services. These specialized classrooms are specifically designed for neurodiverse learners who have been evaluated for conditions such as Autism Spectrum Disorder (ASD), Emotional Behavioral Disabilities (EBD), and significant mental health or medical needs. By cultivating a small, predictable setting, our self-contained classrooms allow students to overcome complex personal challenges that require a depth of care beyond what traditional school environments can provide.
High School Programs & Innovative Pathways
The Dr. Rosa Minoka-Hill High School Program offers innovative educational, therapeutic, and vocational pathways for students in grades 9 through 12 who require highly intensive, individualized support. This multi-purpose program serves a diverse student population, including general education and special education students who have committed an expellable offense, or youth whose intense emotional, social, and behavioral challenges require a depth of care beyond traditional school settings. It also provides a vital, supportive bridge for students returning to the community from secure detention, juvenile correctional facilities, or residential care.
While in the program, high schoolers are met with a safe, restorative environment that balances district curriculum with hands-on readiness for the real world. For students who are significantly credit-deficient, our targeted credit recovery program provides flexible instruction and specialized employability skills to help them regain academic momentum and secure their high school diplomas.
To prepare students for a successful transition into adulthood, our curriculum integrates active work components designed to build employment endurance, financial literacy, and career skills:

On-Campus Vocational Training: Students practice essential workplace habits, task completion, and collaboration within structured school jobs and student-led enterprises. (Snack Shack, Mustang Cafe)

Employability Skills Instruction: High schoolers learn how to build professional resumes, practice mock job interviews, navigate workplace communication, and learn rights and responsibilities in the workforce.

Community Job Shadowing & Training: Through targeted district partnerships, eligible students gain exposure to local career fields, helping them bridge classroom learning with actual career opportunities in the Green Bay area.
Our program also works to integrate student service learning opportunities to support non-traditional paths to success. While volunteering, we empower non-traditional learners to investigate civic needs, execute hands-on projects, and gain social skills through real-world applications. Through this personalized and immersive approach, our students build vital leadership, emotional resilience, and vocational skills.
Brown County Programming (Off Campus)
Brown County Shelter Care
Brown County Shelter Care is a temporary, short-term home for young people ages 10 to 17 who are placed there by the Juvenile Court or Child Protective Services. The facility is staffed by trained professionals 24 hours a day, 365 days a year. While it is a non-secure facility, staff closely monitor all residents, and youth must have permission to come or go.
Whenever possible, we prioritize keeping these youth in a traditional school setting. Our primary goal is to bring residents to the Dr. Rosa Minoka-Hill School campus so they can learn alongside their peers and fully access our therapeutic and academic resources. However, if a student is restricted by a court order or if safety concerns make it unsafe for them to leave the facility, we bring the services to them. In those specific cases, a dedicated teacher from the Green Bay Area Public School District (GBAPS) provides on-site educational services directly at the shelter to keep them on track with their learning.
Juvenile Detention Center Education Program
The Juvenile Detention Center, located within the Brown County Jail, houses up to 47 youth between the ages of 10 and 17. Because length of stay varies anywhere from a single day to approximately one year, we provide continuous educational services to ensure no student falls behind academically while experiencing secure confinement.
Dedicated Green Bay Area Public School District teachers provide comprehensive on-site instruction. While youth complete core academic coursework, the program also emphasizes supportive programming to equip students with essential life tools.
To ensure a seamless safety net that actively supports rehabilitation, our educational team maintains multidisciplinary collaboration across all stages of a student's placement involving their home school or district, their county team and family.
Adult High School Diploma Programming
In addition to K-12 services, our team administers dedicated educational pathways for adult inmates within the secure facility. Through the Brown County Institute of Learning, incarcerated adults are provided the opportunity to earn an official high school diploma. This rigorous program provides individualized instruction, flexible coursework, and targeted academic support, empowering adult learners to reclaim their education and build a solid foundation for successful re-entry into the workforce.
