Who We Are

Located at 325 N. Roosevelt in Green Bay, Wisconsin, the Dr. Rosa Minoka-Hill School provides a supportive learning environment designed for students with distinct educational and developmental paths. Serving students from Kindergarten through 12th grade, the school opened on September 2, 2014, and honors the legacy of Dr. Rosa Minoka-Hill—one of the nation's first Native American female physicians—who dedicated her life to serving underrepresented populations.

In addition to our main K-12 campus, the administrative team at Dr. Rosa Minoka-Hill School oversees the operations and instructional staff of the Brown County Institute of Learning. Housed securely at the Brown County Jail and Juvenile Detention Center (3030 Curry Lane), this specialized alternative program provides dedicated academic paths, continuous instruction, and diploma-seeking coursework for incarcerated adolescents and adults.

Targeted Placement & Student Pathways 

Dr. Rosa Minoka-Hill School functions as a specialized, multi-purpose placement hub within the Green Bay Area Public School District. We provide structured pathways and individualized support systems for youth entering through distinct avenues:

• Intense Tiered Intervention: For students requiring additional, highly focused academic, emotional, or behavioral supports beyond standard school provisions.

• Alternative Board Placements: Serving as an educational and rehabilitative setting for students who have committed an expellable offense, ensuring continuous academic progress and targeted behavioral coaching.

• Re-entry & Transitional Care: Providing a compassionate, bridge-style environment for students transitioning back into the community from residential treatment centers, psychiatric facilities, secure detention, juvenile correctional facilities, or other incarceration settings.

Comprehensive Student Services & Evidence-Based Supports 

The school specializes in assisting K-12 students who face emotional, health, attendance, or behavioral challenges by addressing root causes within a compassionate, therapeutic environment.

• District Curriculum Alignment: Delivers core academic instruction aligned with Green Bay Area Public School District standards, ensuring students stay on track academically during their placement.

• Targeted Credit Recovery: Offers dedicated, flexible credit recovery interventions for credit-deficient high school students. This pathway allows youth to repair failed courses, regain lost momentum, and to get back on track for timely graduation.

• Home School Support Collaboration: Works in close, continuous alignment with each student's designated neighborhood "home school" teams. This multi-disciplinary collaboration ensures unified support strategies to maximize student stability.

• Trauma-Informed Care (TIC): Operates under a school-wide framework rooted in trauma-informed principles, prioritizing emotional safety, predictability, and relationship-driven resilience.

• Dialectical Behavior Therapy (DBT) Curriculum: Integrates explicit social-emotional frameworks to build practical life skills, helping students navigate crises and regulate intense emotions.

• Zones of Regulation: Employs cognitive-behavioral frameworks across all grade levels to teach students how to consciously categorize their complex emotions and select appropriate coping tools.

• Nonviolent Crisis Intervention (NVCI): Equips trained staff with CPI de-escalation strategies to prevent, disengage, and safely manage crisis situations while preserving student dignity.

• Mindfulness & Dedicated Break Spaces: Features quiet, structured sensory environments where students can step away to practice active grounding, de-escalation, and nervous system regulation.

• Expressive & Individualized Therapies: Utilizes Art Therapy alongside other concepts like Individualized Music Support to offer creative, non-verbal pathways for processing stress, communicating feelings, and finding focus.

• Transition & Graduation Readiness: Focuses multi-tiered support models on successfully returning students to their neighborhood or choice schools, fully prepared for post-secondary success.

County & Wrap-Around Services 

To ensure an integrated safety net for our students, we maintain active multidisciplinary collaborations with community programming. These partnerships integrate strategic partnerships with vital local organizations to prioritize whole-child development, physical wellness, and community immersion:

• Youth Justice Services: Coordinates accountability, prevention, and localized diversion services to support rehabilitation and personal growth.

• Children’s Long-Term Support (CLTS): Connects eligible kids with disabilities to dedicated waiver funding and coordinators to facilitate successful community living.

• Coordinated Service Teams (CST): Implements a voluntary "wraparound" network of family members and service providers to design specialized, unified care plans. 

• Bellin Health Thrive: Serves as our primary health partner to cultivate whole-child wellness, providing targeted health and wellness educational opportunities for students, families, and the community.

• Golden House: Delivers essential safety, counseling, and support services tailored for domestic abuse survivors.

• Libertas: Provides specialized substance use disorder treatment and outpatient recovery programming for adolescents.

• GBASO (Green Bay Action Sports Organization): Fosters confidence, leadership, and mentorship through structured youth action sports.

• Green Bay Sail and Paddle: Creates inclusive, adaptive on-water learning opportunities to build confidence regardless of physical or financial ability.
